What a GSA Multiple Award Schedule is.
The Multiple Award Schedule (MAS) is GSA's program, also called Schedules or the Federal Supply Schedule, through which federal, state, local, and tribal governments and other eligible buyers get commercial products, services, and solutions at pre-negotiated prices. You have to submit an offer and be awarded a MAS contract before you can pursue opportunities restricted to MAS contract holders. GSA says that process may take several weeks to months. 1, 2
What GSA says the program is
GSA's Multiple Award Schedule page says GSA carries out the MAS program, also called schedules or the Federal Supply Schedule. Federal, state, local, and tribal governments and other eligible buyers use it to get commercial products, services, and other solutions at good prices. GSA's glossary describes MAS contracts as long-term governmentwide contracts with commercial firms, and it gives buyers access to millions of commercial products and services at volume discount pricing. 1, 2
The Department of Veterans Affairs has delegated authority from GSA to carry out a similar program for medical products and services. 1
For sellers, GSA's page says to submit an offer to become a MAS contractor so you can sell commercial products, services, and solutions at pre-negotiated prices. It also points sellers to information on staying in compliance after they have a contract. 1
When a MAS contract is the thing you need
GSA's page for becoming a holder says you need to submit an offer and be awarded a MAS contract before you can pursue opportunities restricted to MAS contract holders. It says the process may take several weeks to months to complete. 2
GSA's checklist on that page runs in this order: register your business, certify as small (optional), get on Schedule (optional), market your business, research solicitations, respond to a solicitation, and what to expect next. 2
What it costs to hold a MAS contract
GSA's glossary defines the industrial funding fee as a fee paid by businesses awarded contracts under the Multiple Award Schedule to cover GSA's cost of operating the program. The fee is currently 0.75 percent of reported sales under MAS contracts unless the solicitation says otherwise. All contractors must pay it within 30 calendar days after each quarter ends, and contractors in the Transactional Data Reporting program may choose to pay it monthly. 2
